Safeguarding is central to the quality of care, safety and welfare of children and adults and is of paramount importance to NHS Surrey Heath Clinical Commissioning Group (CCG). 

The CCG's Director of Quality and Nursing is the designated professional for safeguarding and provides strategic leadership. The CCG receives expert advice and support on Safeguarding Adults and Children from NHS Guildford & Waverley CCGs, which supports all Surrey CCGs and partner organisations.

Reporting a Concern

If you are concerned about the safety of a child or young person you can contact the Surrey Children's Single Point of Access (SPA). The SPA is based at Guildford Pavilion and acts as the front door to children's services in Surrey. The SPA provides residents and people who work with children in Surrey with direct information, advice and guidance about where and how to find the appropriate support for children and families.

Surrey Safeguarding Children Partnership and Child Death Review Arrangements

In line with the reforms arising from the 2016 Wood Review, provisions in the Children and Social Work Act 2017 and statutory guidance in Working Together 2018, arrangements for safeguarding children in England are changing and the Surrey Safeguarding Children Board (SSCB) will be replaced by the Surrey Safeguarding Children Partnership.

The new Safeguarding Children Partnership will be established and led, jointly and equally, by Surrey County Council, Surrey Police and Guildford and Waverley Clinical Commissioning Group (on behalf of all CCGs and NHS providers in Surrey).

These new arrangements include changes to the existing Serious Case Review and Child Death Overview models. The responsibilities for child deaths fall to a partnership of the local authority and CCGs and have new requirements that the partnership are required to fulfil.

What we do

The following measures ensure that safeguarding and promoting the welfare of children and vulnerable adults is given priority and is discharged effectively across the local health community. Guildford & Waverley CCG works on behalf of Surrey Heath CCG:

  • Executive level membership of the Surrey Safeguarding Children and Adult Boards to ensure that safeguarding is at the forefront of service planning.
  • Senior membership of local Safeguarding Groups.
  • Works closely with the Local Authority to assess and ensure the provision of co-ordinated integrated services to meet the needs of the local population, including specialist services for vulnerable groups.
  • Ensures that safeguarding children and adult strategies and associated policies are in place, including safe recruitment of staff, a whistle-blowing policy and safeguarding training and supervision policies.
  • Ensures that providers of services are held to account through the regular review of safeguarding arrangements.
  • Designated Nurses and Doctors in post to offer professional expertise and advice around safeguarding matters.

Safeguarding Training for Primary Care Staff

All CQC registered providers of NHS commissioned services, including primary care, are responsible and accountable for the training of staff in both adult and children’s safeguarding.

The NHS England and CCGs are working in partnership as co-commissioners to support and develop primary care professionals with regard to Safeguarding. The safeguarding training for primary care staff document outlines the responsibilities of NHS organisations from April 2013 and acts as a signposting document for primary care staff and practices, in addition to the existing safeguarding training opportunities offered by CCGs.
